Introduction

In a bid to tackle vehicular pollution in Delhi-NCR, the Delhi Government has introduced a new rule, imposing a fine of INR 10,000 on 10-year-old diesel vehicles and 15-year-old petrol vehicles found on the roads. This regulation is a direct outcome of the vehicle scrappage policy, aiming to encourage the removal of older cars contributing to environmental concerns in the region.

Supreme Court Directive

 In October 2018, the Supreme Court restricted the operation of 15-year-old petrol and 10-year-old diesel vehicles in the national capital region. The Transport Department was instructed to announce that such vehicles would face impoundment if found operating. The court emphasized the severity of pollution in Delhi-NCR, deeming it “very critical.”

In compliance with directives from both the Supreme Court and the National Green Tribunal (NGT), the Transport Department enforced a ban on all excessively aged petrol and diesel vehicles in 2021. Furthermore, an official order was issued stipulating the automatic de-registration of diesel vehicles surpassing the 10-year mark, effective from January 1, 2022.

 For those considering an eco-friendly alternative, scrapping an old vehicle in India involves several steps.

  1. De-register your vehicle: Submit necessary documents to the Regional Transport Office (RTO), including the vehicle registration certificate, insurance papers, pollution certificate, and NOC from the financier (if applicable).

  2. Contact a registered scrapping agency: Explore the Ministry of Road Transport and Highways (MoRTH) website to find authorized scrapping agencies.

  3. Submit documents to the scrapping agency: Provide essential documents such as de-registration certificate, pollution under control (PUC) certificate, and the original RC book. Proof of identity and address may also be required.

  4. Get a quote: The scrapping agency will assess your vehicle and offer a quote, issuing a scrapping certificate upon agreement.

  5. Handover the vehicle: Once you have the scrapping certificate, deliver the vehicle to the agency, which will responsibly dismantle it, recycle reusable parts, and sell the scrap metal.

  6. Receive payment: Upon completion, the scrapping agency will pay the agreed-upon amount.
